Ten activists and students were allegedly “abducted” by Delhi Police’s Special Cell over three days in March, held without documentation or legal process, and subjected to what rights groups describe as custodial torture and sexual violence.

At around one in the afternoon on March 12, outside the rust-coloured gates of Delhi’s Dyal Singh College, the day moved at its usual pace. Students trickled out of classrooms. Some gathered at tea stalls. Others scrolled through their phones, killing time before the next lecture.

They term the study on “illegal immigrants” to Mumbai a “calculated act of political interference”.

Over 500 academics, researchers, and public intellectuals have issued a sharp rebuke of a migration study by the Tata Institute of Social Sciences (TISS), condemning it as “a deliberate attempt to polarise the electorate, vilify marginalised communities, and incite violence against migrants in Mumbai”. The statement, released on November 19, 2024, targets the study “Illegal Immigrants to Mumbai: Analysing Socio-economic and Political Consequences”.
